Notes for the Mage Circle universe

- Magic is real, but not very common, and largely kept quiet
- Human practitioners are loosely tracked and occasionally recruited by the Mage
 Circle.  A loose non-alliance of smaller groups run most regional mage-training
 schools.
- Contact with other worlds is frowned on due to 
- Formally acknowledged mages associated with the Mage Circle are assigned a nominal
 rank relating to their overall capability - a combination of raw power and skill at
 applying that power.
- "Breakers" are mages whose ability to resist other mages' magic is significantly
 higher;  they are effectively two to five ranks stronger than an ordinary mage of
 the same rank.  They are quite rare and actively recruited by pretty much everyone.
